Council to vote on 3rd contract for Cloverdale Sport and Ice Complex
Work continues steadily on the Cloverdale Sport & Ice Complex at the northern end of the Fairgrounds.
City Council will vote tonight (13 February) on whether or not contract number 1220-030-2021-046 will be awarded to Graham Construction and Engineering LP. The contract is valued at just over US$9 million and includes the civil works, formwork, rebar and concrete supplies for the new ice rink.
The $9,145,862 contract, if awarded, will have a $10.5 million spending cap.
“Graham’s performance on the work contracted to date has been satisfactory and it is now recommended that this contract be awarded to Graham Construction and Engineering LP,” wrote Jeff Arason, acting general manager of the city’s planning and development department.
Arason said in the report that Graham Construction issued staged pre-qualification processes for the project to “pre-qualify” commercial contractors for the main arena works.
“The works for each trade will be tendered separately with the intention of selecting the lowest bid for each element of the works and grouping them under a master contract which would then be assigned to Graham Construction and Engineering LP as general contractor to construct the project,” explained arason.
“Appendix I” of the Company Report lists all “Conforming Tenders” submitted for approval by Craftsmen. (This can be found by going to surrey.ca, clicking City Council in the menu panel, then clicking Council Meetings, then clicking Company Reports in the left column.)
“In any event, the bidder submitting the lowest bid that fully meets the specifications of the relevant work will be awarded that work item,” Arason wrote.
The City Council awarded Graham Construction and Engineering a $13.4 million contract in July 2022 for “early work and prefabricated metal building structures” and another $3.1 million contract in December 2022 for “supply and Installation of Pile Foundations”.
The new ice complex will feature two National Hockey League-sized arches with seating for 400 spectators (200 per rink). The rink will have a variety of non-sports rooms such as: multi-purpose rooms, common rooms, assembly rooms, along with the required number of official and changing rooms.
“The project will offer diverse programs including ice hockey, figure skating, public instruction, ice skating, and dry-ground summer sports such as lacrosse and ball hockey,” the report said. “The project will be energy efficient and meet the highest technical and accessibility standards.”
The report also revealed that the rink project is “designed for the future addition of a third National Hockey League-sized arena, officers’ quarters and locker rooms” in the future and that these are “under consideration” and will be conditional upon approval in the Budget 2023.
The rink project also includes a new 177B Street extension south of 64 Avenue that has already been completed, with upgrades planned for 62 Avenue and the Agriplex parking lot. A new parking lot for 160 cars will also be built at the arena.
Construction of the twin rinks began in August 2022 and they are expected to open for the start of the 2024 hockey season.
The Cloverdale Sport & Ice Complex has been included in the Capital’s 2021 Five Year Plan (2021-2025).
