Council to vote on latest contract for Cloverdale Sport & Ice Complex

The Cloverdale Sport & Ice Complex is nearing completion.

The City Council will vote to approve another contract for the building.

The council will vote on the company’s R127 report at its regular council meeting on July 24, from both the planning and development department and the strategic initiatives department.

The report recommends that the council award a nearly $14.5 million contract to Graham Construction and Engineering LP. The contract is for the shell and interior finishes of the new ice rink being built on the north side of the Cloverdale Fairground.

The two departments recommend three points in their report: that the Council award Contract No. 1220-030-2021-046 to Graham Construction and Engineering LP for $14,469,905 for handling and finishing work; this council set the spending limit for the contract at US$15,915,000; and this council authorizes the GM for planning and development to “execute” the contract.

The City Council has already awarded Graham Construction and Engineering several multi-million dollar contracts.

“Graham’s performance on the work contracted to date has been satisfactory and it is now recommended that Graham’s contract be extended to include the exterior and interior finishes of the project.”

The new ice complex will feature two National Hockey League-sized rinks with seating for 400 spectators (200 per rink). The rink will have a variety of non-sports rooms, such as multi-purpose rooms, common rooms, meeting rooms, as well as the required number of official rooms and locker rooms.

The rinks will support a variety of public sports including ice hockey, figure skating, public classes, skating lessons, lacrosse and ball hockey.

The City has previously stated that the Cloverdale Sport & Ice Complex “will be energy efficient and designed to meet the highest technical and accessibility standards”.

The rink project also includes a new extension to 177B Street south of 64 Avenue that has already been completed, with upgrades planned for 62 Avenue and the Agriplex parking lot. A new parking lot for 160 cars will also be built at the arena.

Third Ice Surface

The CR also noted that the city council approved the design and construction management services for a third ice rink.

“Staff are working with the architectural and consulting team to develop the design of the third ice sheet, scheduled for construction in Fall/Winter 2025 and completion in Summer 2027.”

Construction of the new arena began in August and the rink is expected to open for the start of the hockey season in 2024.

The Cloverdale Sport & Ice Complex has been included in the 2021 Five Year Capital Financial Plan (2021-2025). This contract will be funded through the 2023 Five-Year Financial Plan (2023-2027) – Capital Program.
