Once in the gulch, head into the tunnels. From the Gulch fast travel point on the cliff, head down into the waterway and left to the large open area. At the northern edge of the area is a circular opening in the cliff. go in
You only have to follow one direction in these tunnels, but when you reach an intersection, it seems like there are more paths. When you first enter a room, Cabal is on your right around a small facility.
Ignore them and continue through the tunnels where you will eventually reach a huge room where Cabal is roaming. On the other side is another opening. Get on your way.

On the west side there will be a platform that some cabal will be patrolling. Eliminate them or walk past them to the opening at the end of the area, drop down and follow the hallways to another open door.
At the end of the corridor you will officially reach Skydock IV. Make sure you complete it so you can access the activity when it appears in the Legend/Master rotation.
