Peterborough was growing rapidly even before the boom of the COVID-19 pandemic caused many Toronto residents to leave the provincial capital to live in smaller rural communities.
Often seen as a stopgap between Toronto and Ottawa, the city has a thriving tourism industry. Also, students for the two major post-secondary schools come every year, although it is also considered a senior community where one-fifth of the population are seniors.
Problems affecting Peterborough include a busy housing market, a rental market with low vacancies, below-average incomes compared to the rest of the province, as well as the ever-looming opioid crisis and problems related to crime, both petty and violent.

Henry Clarke, a longtime councilman first elected in 1997, has served as deputy mayor four times and is looking to rise to the top of the council.
